Commenting on the release of the Profile of Alcohol and Health in Wales 2009, which showed Wales has the highest percentage of under 13's abusing alcohol in the UK, the Welsh Liberal Democrat Shadow Health Minister Peter Black said:
"This report is very disturbing. We must look at ways in which we can tackle the problem of binge drinking amongst young people and ensure that local authorities have the appropriate tools to tackle licensed premises that continue to sell to under 18s."
"There also has to be an educational element to the solution. Not just in terms of educating young people but also their parents. Often it is the parents who supply the alcohol and will also know that their children are getting drunk. They must be made aware of the risks to the health of their children if they allow them to continue to do this."
